CURRENT TRENDS IN THE DEVELOPMENT OF INFORMATION AND COMMUNICATION TECHNOLOGIES IN LOCAL GOVERNMENT DURING MILITARY AGGRESSION

Abstract

The article reveals modern trends in the development of information and communication technologies in local selfgovernment. It was determined that the reform of the decentralization of power had a positive effect on the formation of new approaches in the relations between the state and the public, allowed to change the approach that previously existed in the Ukrainian system of local self-government, while the development of information technologies and their implementation in the field of public administration made it possible to make the most convenient and accessible to public services. This provided an opportunity to bring local government and self-government closer to civil society, creating a permanent opportunity for digital dialogue between them. Russia's military aggression against Ukraine proved that there is a problem of an insufficient number of qualified personnel in local self-government (especially remote and small settlements) and insufficient provision of the material and technical base for establishing access to relevant technologies, as well as a lack of experience in establishing work in new conditions. It has been proven that it is necessary to look for new approaches to increase the effectiveness and efficiency of the activities of public administration bodies based on the best methods and standards of public administration, which are internationally recognized as tools for quality and balanced management of development processes taking place at the city level. It is necessary to take into account during the reconstruction of cities that were destroyed or damaged, it is necessary to ensure the creation and development of comfortable conditions for living in cities capable of providing their residents with all the services and benefits they need. The most important thing nowadays is to guarantee safety and move towards sustainable development through the constant modernization of city management systems based on the requirements of international standards and the best principles of international experience, taking into account the financial assistance of international organizations.
