STATE POLICY OF HYDROGEN ENERGY DEVELOPMENT AS AN ALTERNATIVE ENERGY SOURCE

Abstract

This article deals with the issue of reducing energy dependence through the development of alternative energy. It was found that the transition to a green hydrogen economy was enshrined in a European hydrogen strategy, which is a component of the legal basis of a European green course, the overall goal of which to make Europe climatic neutral by 2050. Synchronizing its policy with the EU, Ukraine intends to achieve climate neutrality by 2060. For the realization of this goal, Ukraine and the EU have made a memorandum a strategic partnership in the areas of Green Hydrogen and Biogas. This will give a significant impetus in joint movement to build sustainable energy, ensure energy security and decarbonization of the economy. Ukraine and the EU will jointly develop the spheres of production, trade, transportation, storage and use of such gases. The memorandum provides: exchange of information and evaluations of scripts and forecasts for the demand for renewable gases; development of the regulatory field; harmonization of certification documents in accordance with EU requirements; detection and elimination of barriers; infrastructure development; mobilization of financial and investment instruments; Development of energy clusters in Ukraine. It is proved that the territory of Ukraine can become a platform for hydrogen production not only for its own needs for pure energy, but also for export to the EU market. It is determined that the development of the hydrogen industry in Ukraine requires, first of all, state support in the form of harmonized with European rules of legislation and transparent rules when obtaining the necessary permits. Along with what is said, the development of hydrogen energy is a necessary element of post -war restoration of the country, which should take place taking into account the principles of the "green" economy, with the positioning of Ukraine in the new world hydrogen economy should take into account, first of all, national interests.
