PROBLEM ISSUES OF PLANNING THE RESTORATION OF TERRITORIAL COMMUNITIES AND REGIONS IN THE CONTEXT OF THE EUROPEAN INTEGRATION OF UKRAINE AND THE CHALLENGES OF MARTІAL STATE

Abstract

In the article, based on a systematic analysis of interactions and contradictions of planning documents regarding the implementation of state regional policy and current legislative changes in the regulation of urban planning activities, problematic issues are identified that need to be resolved to ensure the development and practical implementation of plans for the recovery and development of territorial communities. Based on the analysis of the legislation regarding the current system of planning documents for the implementation of the State Regional Policy, a certain inconsistency of the planning documents regarding the restoration of the territories of territorial communities, in particular the Restoration and Development Plan and the Integrated Restoration Program, was established. Their coordination requires solving the following questions: how appropriate is it to have two recovery documents at the local level: a program and a plan; what is the national vector of recovery and how to separate local level issues; coordination of recovery policy at the local level. It has been proven that the most problematic issues remain the feasibility of planning documents for the restoration of territories: 1) financing of restoration projects is carried out from the fund for liquidation of the consequences of armed aggression in the presence of the Program for the Comprehensive Restoration of the Region (Community), and the provisions regarding the existence of the Restoration and Development Plan will be applied six months after termination or cancellation of martial law in Ukraine; 2) lack of qualified personnel and relevant experience in writing planning documents, especially at the level of territorial communities; 3) lack of understanding about who should determine the objects and settlements/parts of settlements that will not be rebuilt and what criteria should be established for decisionmaking. The direction of solving the problems can be the introduction of a project approach to the restoration of territories, which will coordinate the strategic planning of the restoration of territories with urban planning activities, on the basis of which the projects of the restoration of the territory of territorial communities will be implemented.
