PARLIAMENT AND PARLIAMENTARISM IN UKRAINE: PUBLIC ADMINISTRATIVE AND POLITICAL AND LEGAL ASPECTS

Abstract

The article examines the institution of parliament and the phenomenon of parliamentarism in Ukraine through the prism of public administration and political and legal aspects. Special attention is paid to the role of the Verkhovna Rada of Ukraine in the system of state power, its functional and legal basis, as well as interaction with other branches of government and political institutions, as well as the role of the parliament in ensuring democratic processes in Ukraine. The text analyzes in detail the legal status of the Verkhovna Rada of Ukraine, its powers and functions, as well as the mechanisms of control over the activities of the executive power. Particular attention is focused on the implementation of the legislative powers of the parliament and the effectiveness of monitoring the observance of constitutional principles. Contemporary challenges facing the Ukrainian parliament are studied, including corruption, lack of transparency in decision-making, and issues of political accountability. The article pays special attention to the current state of parliamentary democracy and the stability of the political system. In this context, the reasons for insufficient accountability of deputies to voters, instability of coalitions, and distrust of citizens in parliamentary processes are analyzed. Issues of fighting corruption and the need to reform the political system to strengthen democracy are also raised. The obtained conclusions emphasize the complexity and contradictions of political-legal and state-management aspects of Ukrainian parliamentarism, emphasizing the need for further reforms to strengthen democratic principles, increase transparency and political responsibility. The issue of improving the transparency of parliamentary processes and more active interaction with civil society deserves special attention. It is worth noting that this study contributes to a deeper understanding of the state-administrative and political-legal context of Ukrainian parliamentarism, as well as formulates recommendations for future research and practical measures aimed at improving the functioning of the parliament and strengthening democratic institutions in Ukraine.
