SMART -CITY AS A MECHANISM FOR IMPLEMENTING THE MODEL OF BALANCED COMMUNITY DEVELOPMENT IN THE CONDITIONS OF THE INFORMATION SOCIETY

Abstract

The article examines the influence of information technologies on the development of the national economy and society in general. On the basis of the conducted research, it has been proven that countries with a high degree of development of information and communication technologies are leaders in their introduction into public life in order to ensure the quality of life of the population. In this area, special attention is paid to the presence of a network of digital public services, which makes them high-quality and accessible to residents. There is a direct relationship between the degree of digital development of countries and the degree of use of digital technologies within the framework of public administration. The available opportunities for using an extensive information and communication network on a city scale contributes to the formation and implementation of the smart-city concept. The evolutionary path of the development of this concept expands the requirements that society applies to the urban system. The main requirements for the formation of a smart-city are the application of innovative technologies using information and communication technologies and other means to ensure a high-quality and safe life of residents, provided that the principles of sustainable development of society are unambiguously ensured. Analysis of the Smart City Index rating data proves that cities in highly developed countries are the leaders. The impact of the pandemic and other factors have affected the value priorities of the urban population, in particular, preference is given to such factors as housing affordability, availability of work, transport infrastructure, medical services, pollution level, green spaces, etc. Based on the analysis of world experience and taking into account local realities, the implementation of the smart-city concept is proposed as a mechanism for implementing the model of balanced community development in the conditions of the information society, which is based on four components: innovative, economic, social, and ecological. In combination with a systemic approach, such a mechanism will provide comfortable conditions for city dwellers while simultaneously increasing the level of social well-being.
