IMPROVEMENT OF MECHANISMS FOR IMPLEMENTING STATE REGIONAL POLICY ON THE BASIS OF DIGITALIZATION

Abstract

The article considers digitalization as a strategic vector for improving the mechanisms of implementation of state regional policy in Ukraine under the conditions of full-scale war, socio-economic transformation, and integration with the European Union. It is substantiated that digital transformation represents not only a technological innovation but also a key factor in forming a new governance paradigm focused on data, openness, adaptability, and inclusiveness. The study analyzes modern digital tools that can be integrated into the regional policy implementation system: geographic information systems (GIS), Big Data analytics, electronic strategic planning, e-democracy platforms, smart contracts, artificial intelligence solutions, digital dashboards, and citizen participation modules. Key directions of digital transformation are identified, including electronic planning, automated program management, the creation of digital hubs, smart participation models, and the use of digital indicators for public policy evaluation. The paper explores international practices (Estonia, Poland, Germany) that demonstrate the effectiveness of integrating digital approaches into regional governance and offers their adaptation for the Ukrainian context, especially during post-war recovery. Barriers to effective digitalization are discussed: fragmented legal framework, insufficient digital competence among public servants, underfunding, and high cybersecurity risks. A set of strategic solutions is proposed, including the development of the “Smart Region Ukraine” concept, implementation of digital strategic modules, creation of a unified development portal, digital reporting tools, and participatory governance frameworks. It is concluded that digital transformation should serve as a cross-cutting principle in renewing state regional policy, enhancing its efficiency, flexibility, and crisis resilience. Directions for further research include assessing digital maturity of regions, evaluating the impact of digital participation, implementation of AI-based decision support, institutional modeling based on ICT, and legal regulation of digital reforms.
