THREATS AND CHALLENGES TO PUBLIC ADMINISTRATION IN THE FIELD OF NATIONAL SECURITY OF UKRAINE IN THE CONTEXT OF GLOBAL AND REGIONAL CHALLENGES

Abstract

The article examines the national security system at the current level. The challenges and threats facing society are identified, and understanding the essence of modern threats and challenges contributes to the methodological substantiation of tasks, provision and management in the field of national security. The issues of ensuring and managing national security have become particularly relevant in the context of global changes that have emerged in the era of globalisation. Threats and challenges to public administration in the field of national security have rapidly become universal in nature. The unresolved global problems of our time also fill the concept of threats to national security with new content. The author identifies key challenges for Ukraine, including, first of all, the transformation of the world security system; decline in the level of economic development of Ukraine, reduction of GDP, and loss of the country’s position in the international competitive environment; rapid development of innovative technologies requires increased state funding of research and development, adoption of state programmes to support business entities; deepening of the demographic crisis; and man-made overload for the environment. It is worth noting that in today’s environment, the existence of a real challenge means the likelihood of a real challenge turning into a threat. Today, Ukraine’s position is very vulnerable, so it is worth making a qualitative and long-term forecast of the transformation of not only the political (public administration), economic and social, but also the security environment of the country, which will serve as a basis for developing a long-term concept of the state’s development. Internal challenges and threats to national security in the economic, social, energy, financial, information, environmental, food and other spheres of the state’s life remain urgent, but external threats not only in the military but also in the international sphere have no less impact on the state and level of national security.Our study focused on the main risks and threats to national security and found that in the current environment of weakened state oversight, insufficient effectiveness of not only legal but also economic mechanisms for preventing, mitigating and neutralising threats to national security increase the risk in all spheres of Ukraine’s life.
