IMPLEMENTATION OF GOOD GOVERNANCE CONCEPT IN UKRAINE: AN ANALYTICAL OVERVIEW OF INTERNATIONAL INDICES

Abstract

The work is devoted to a comprehensive analysis of the level of compliance of the public administration system of Ukraine with the basic principles of the Good Governance concept. The study focuses on 12 key principles of good governance identified by the Council of Europe, which cover issues of democratic participation, human rights, rule of law, public ethics, accountability, transparency, efficiency, leadership, sensitivity to the needs of the population, financial and economic management, sustainable development and openness to change. The article systematizes and evaluates 99 indicators that reflect the level of compliance with each of the principles. The source of information was the reports of authoritative international organizations, including Freedom House, World Bank, Transparency International, V-Dem, Chandler Good Governance Index, United Nations Development Program, TRACE International, SolAbility Sustainable Intelligence and others. Attention is paid to the issues of the methodology for assessing the level of Good Governance, and the absence of a single unified set of indicators capable of fully covering all 12 principles is noted. At the same time, an approach is proposed that combines data from different institutions into a single way of assessing the effectiveness and democracy of government. It is emphasized that the concept of Good Governance is not a set of isolated goals, but assumes the integrity and interconnection of all principles, which determines the state’s ability to ensure the well-being of the population, security and sustainable development. Based on the analysis, the conclusion is formulated that the public administration of Ukraine currently demonstrates a predominantly average level of compliance with the principles of good governance, with a tendency to asymmetric implementation of some of them. The need to focus on improving the quality of management practices, in particular in terms of transparency and economic stability, is emphasized in order to ensure the long-term viability of the Ukrainian state in the post-war period and its integration into the common European administrative space.
