ASSESSMENT OF THE EFFICIENCY OF PUBLIC ADMINISTRATION AS AN IMPORTANT DEMOCRATIC COMPONENT IN MODERN CONDITIONS

Abstract

In a modern democratic society, where the voice of the people plays a key role, ensuring high quality administrative services and a decent standard of living for citizens is possible only under the condition of rational, well-founded and effective organization of the activities of state authorities. Of particular importance in this regard is adherence to the principles of legality, transparency, accountability and humanism, which form the basis of democratic governance. The effectiveness of public administration directly affects social stability, the level of citizens’ trust in government and the state’s ability to respond to internal and external challenges, which is extremely relevant in the conditions of martial law and transformation processes in Ukraine. It is important to note that state institutions in modern conditions should not only perform administrative functions, but also act as an instrument for supporting social cohesion, forming a strategic vision for the country’s development and ensuring democratic values even in crisis situations. To assess the compliance of government activities with public expectations, priorities and needs, it is necessary to implement modern, reliable and comprehensive tools for monitoring and assessing the effectiveness of public administration, which guarantee the ability of state bodies to take targeted and effective actions aimed at strengthening statehood, developing the economy and improving the well-being of citizens. In this context, one of the priority tasks of the state in the process of stabilizing and developing the country is ensuring a high level of efficiency of state authorities as an important democratic component of modern governance. A thorough study and comparative analysis of approaches to assessing the effectiveness of public administration, developed by both domestic and foreign scientists, is of particular relevance. At the same time, there is a need to create a comprehensive methodology for assessing the effectiveness of state institutions, which takes into account the current conditions of the country’s functioning, the impact of internal and external challenges and allows objectively determining the level of compliance of management practices with public needs, strategic priorities and democratic values.
