COMPREHENSIVE GUIDANCE SYSTEM AS ONE OF THE MAIN ASPECTS OF EFFECTIVE HUMAN RESOURCE MANAGEMENT

Abstract

The work is devoted to the analysis of the European experience of public authorities’ guidance activities and the formulation of proposals on ways to improve the Ukrainian guidance system. A comprehensive analysis of the experience of 36 European countries in the field of guidance policy has been carried out. Particular attention is paid to the legislative framework, strategic approaches and existing practices, the most relevant of which are implemented in countries such as Italy, Finland, Austria, Belgium, Denmark and others. Examples demonstrate that an effective guidance system is an integral element of effective human resources management and labor market regulation, ensuring that the results of citizens’ education correspond to the real economic needs of the state. The study highlighted significant shortcomings of the Ukrainian guidance system, including: lack of systematic guidance activities in educational institutions, almost complete lack of influence of teachers on students’ choice of future specialties, lack of guidance specialists, lack of a unified strategy for coordinating the subjects of the guidance system, unstable funding of programs, limited access to quality counseling services in remote regions, insufficient integration of guidance into formal education. Based on European practice and shortcomings of the Ukrainian guidance system, it was proposed to create a portfolio for each child and record information indicating interest in a certain direction, inclinations to certain disciplines, which will serve not only as a ready-made official resume for future applicants and employees, but also as a database for attracting potential entrants and specialists. The author also developed a visualization of the digital tool along with a description for a better understanding of the proposal.
