THE ROLE OF REGIONAL SECURITY POTENTIAL MANAGEMENT IN THE TRANSFORMATION OF NATIONAL SECURITY POLICY

Abstract

One of the tasks of modern public administration is to preserve national security and stability of the state. At the same time, the post-war restoration of the territories of Ukraine requires the use of specialized state mechanisms that combine the regulation of security processes with socio-economic restoration. An important place in this process is occupied by the issue of effective management of the security potential of regions, since a significant part of state policy that affects socio-economic stability, protection of the population and integration of regional priorities into national security strategies is implemented at the subnational level. The purpose of the article is to analyze the mechanisms of state regulation of regions and identify the main instruments that interact to preserve security and contribute to the socio-economic restoration of territories. An analysis of regulatory and legal acts has been carried out, practical experience of regional management has been summarized, an integrated mechanism for increasing the security potential and ensuring the stability of regional systems in the face of socio-economic, military and natural and technological threats has been formed. The mechanisms of state regulation in the field of security and socio-economic recovery of the regions of Ukraine are identified, which combine legislative, financial, institutional and informational tools, and interact to maintain security and restore the territories. Summarized that the implementation of post-war recovery of Ukrainian regions can be carried out through the implementation of centralized programs that include measures to rebuild critical infrastructure, housing, social services, support for business and the agricultural sector. Such a set of measures is aimed not only at ensuring the economic and social recovery of post-war territories, but also at increasing and strengthening the security potential of the regions of Ukraine.
