STRATEGY FOR MANAGING THE TRANSPORT COMPLEX DEVELOPMENT MECHANISM

Abstract

The article discusses the strategy for managing the transport complex development mechanism. It notes that the modern transport complex is a key factor in the development of the national economy. It ensures the mobility of citizens, the integration of production and trade, and the country’s access to international markets. The strategy for managing the transport complex development mechanism (hereinafter referred to as the Strategy) integrates state priorities, business and society needs, ensures infrastructure development, process digitalization, innovation implementation, energy efficiency, and a high level of transport safety. Accordingly, the aim of the study is to consider the strategy for managing the transport complex development mechanism as a set of methods, means, and procedures that ensure effective interaction between transport system entities, taking into account state priorities and the interests of business and society. It is shown that Ukraine’s national transport strategy until 2030 and the operational plan for 2025-2027 define development priorities, emphasizing infrastructure restoration and project implementation during the war and post-war periods. At the same time, the transport complex management mechanism covers organizations, economic and procedural elements that ensure coordination of the system participants’ actions, stable functioning, and effective use of resources. It has been proven that transparency, openness, and flexibility ensure effective decision-making, rapid adaptation, and efficient use of resources. In particular, feedback mechanisms contribute to public involvement, adjustment of management actions, and increased trust in public policy. It is concluded that the Strategy is a tool for improving the efficiency of the industry, integrating modern technologies, control, and adaptive management, which contributes to the sustainable economic development of the country. At the same time, the development of the Strategy requires an analysis of the state of the system, taking into account regional characteristics and the specifics of various transport structures.
