DEVELOPMENT OF A FUNCTIONAL MODULE FOR DIGITAL SUPPORT OF THE ACTIVITIES OF COLLEGAL BODIES IN THE UNIFIED INFORMATION SYSTEM OF THE UNIVERSITY

Abstract

In the article authors investigate the problem of digitalization of management processes in higher education. Traditional methods of recording the results of meetings of academic and methodological councils on paper media are accompanied by significant time costs for counting votes and manual documentation. The lack of integration of these processes with the centralized database of the university leads to fragmentation of information and delays in the implementation of decisions. The purpose of the study is to develop an architecture and software implementation of a module for digital support of voting, which ensures transparency and efficiency of management within the unified system of the institution. The practical implementation of the module was carried out in the IFNTUNG “Alma mater” system based on PHP and MySQL. The system architecture uses an MVC-like approach with a clear separation of controllers, models and services, which guarantees its scalability. To simplify user access during meetings, OTP authentication (six-digit one-time passwords) and Captcha protection were implemented, which eliminates the need for complex login through corporate accounts. The database design was based on the developed ER diagram, which includes entities for accounting for councils, meetings, proposals and personal votes of participants. The defined role model (chairman, secretary, council member) allows for the complete automation of the work cycle: from the formation of the agenda to the instant generation of voting logs and final protocols. The system supports the options “for”, “against” and “abstain”, providing real-time registration of the expression of will by name. The generalized results indicate that the implementation of the module eliminates the risks of technical errors, increases executive discipline and provides an audit of decisions made. The integration of blockchain technology to ensure secret, irrefutable voting is identified as a promising direction of development.
