ASPECTS OF TARIFFS IN THE PASSENGER TRANSPORT SECTOR

Abstract

In the sphere of activity of modern public passenger transport there are complex issues that have been discussed in different ways. Among them, the low level of road safety and its technical maintenance is associated with a constant lack of funding for the regulation of payments, i.e. tariffs for passenger transportation.
The purpose of the work is to develop a methodology for forming tariffs to improve the tariff policy of passenger transportation by road, taking into account the interests of all stakeholders.
In the process of research, system analysis, comparative analysis, synthesis, economic and mathematical models and other methods of scientific research are used.
The theoretical significance of the article complements the theory of studying the problems of tariffing for road transportation with scientific provisions and recommendations contained in the work.
The practical significance of the work is due to the methodological recommendations and scientific and practical recommendations developed by the authors, which can be used in the formation of the tariff policy of urban road transport, the elimination of costs of road transport enterprises and the improvement of the level of transport services for the population.
Taking into account the interests of road transport companies, a lower calculation of the tariff for passenger transportation is proposed. When calculating this tariff, transport costs, cashier's profit, subsidies from the budget and insurance premiums for the protection of life, health and property of passengers are taken into account.
In addition to the requirement for payment, when calculating the maximum tariff, an indicator such as the level of satisfaction of the population with urban road transport services was used. The formation of transport tariffs taking into account quality indicators is described.
Recommendations were given on the use of an economic and mathematical model for setting tariffs for passenger transportation, a methodology for setting tariffs for urban road transport and a new methodology for setting tariffs.
