STATE POLICY IN THE SPHERE OF TOURISM ACTIVITY: INSTITUTIONAL MECHANISMS AND DEVELOPMENT PROSPECTS

Abstract

The article examines the theoretical and methodological foundations of the formation and implementation of state policy in the field of tourism, with an emphasis on the institutional mechanisms for its implementation and prospects for development. The relevance of the study is determined by the growing role of tourism as an important factor in economic growth, structural modernization of regions, expansion of international relations, and strengthening of social cohesion. Under such conditions, the requirements for the quality of state management of the industry, the consistency of decisions, and the ability of institutions to respond to external and internal challenges are increasing. The purpose of the study is to provide scientific justification for directions for improving state policy in the field of tourism, taking into account the peculiarities of the institutional environment for its formation and implementation, as well as to determine the prospects for further development of the industry. To achieve this goal, the content and functional purpose of state policy in the field of tourism have been analyzed, and its basic principles, tools, and mechanisms for influencing socio-economic processes have been clarified Particular attention is paid to the coordination of activities of public authorities at various levels, the development of partnerships with business entities and civil society institutions, as well as the implementation of strategic planning and a program-targeted approach. The current state of the tourism sector is assessed, and key problems in its regulation are outlined, in particular the fragmentation of institutional decisions, limited financial support, and insufficient digitization of management processes. Based on a synthesis of international experience and an analysis of national practice, the feasibility of optimizing institutional interaction, increasing the transparency of procedures, expanding public-private partnerships, and more actively implementing digital solutions in the tourism administration system is substantiated
