SCIENTIFIC AND METHODOLOGICAL PRINCIPLES OF BUILDING A STATE POLICY MECHANISM IN THE FIELD OF CHILDREN'S RIGHTS PROTECTION

It is recognized that during the construction of the mechanism of state policy in the field of protection of children's rights, it is expedient to take into account the scientific and methodological principles of the fundamental science "Public management and administration" (both in peacetime and in wartime), which provide for the separation of any such mechanisms of state policy of a number of elements. Taking into account these scientific and methodological principles, it is argued to highlight the following constituent elements of the mechanism of state policy in the field of protection of children's rights: goal, task, principles, functions, methods, object, subjects, etc. We believe that the purpose of the mechanism of state policy in the field of protection of children's rights is to guarantee, protect and protect such rights. This is possible provided that the general and special principles of public administration are observed, as well as within the scope of the performance of its main functions (planning, organization, motivation and control). At the same time, it is substantiated that the basis of the formation of the mechanism of state policy in the field of protection of children's rights is legal, organizational, resource (including informational, personnel, material and technical, etc.), economic and other methods. As a result of the scientific and methodological analysis of the processes of the current state of protection of children's rights in the conditions of decentralization of power in Ukraine, it was found that although the decentralization reform has been successfully implemented since 2015, today, with the beginning of the war in Ukraine, new challenges and threats have become actualized. They demand an immediate response to threats to children's safety. On this basis, we can recommend that warnings against these challenges be carried out through the prism of creating inter-municipal cooperation as a combination of efforts of several territorial communities. As a result of such actions, children who suffered as a result of Russian aggression or internally displaced children will be evenly distributed across regions and will receive assistance.
