DIRECTIONS OF IMPROVEMENT MECHANISMS OF PUBLIC MANAGEMENT OF THE QUALITY OF CITY WATER SUPPLY AND WASTE WATER SERVICES IN UKRAINE

Abstract

The article focuses on the problem of the negative impact of large cities on the ecological state of water bodies, which is a national problem. In order to solve this problem, it is insisted on the implementation of effective public management in the specified area, which should be aimed at reducing the negative impact of human activity on the components of the natural environment, including the hydrosphere, awareness of the value of clean water in its entirety. It is argued that all these measures are designed to contribute to the formation of a balanced interaction between society and the surrounding world. Strictly speaking, the purpose of the scientific study is to substantiate the directions for improving the mechanisms of public management of the quality of water supply and drainage services of the city in Ukraine. Among these directions, the following are distinguished: 1) organizational (envisages the formation of public policy in the field of water supply and drainage services, taking into account the opinion of the population (consumers), which is designed to open the possibility of community influence on the decisions of local self-government bodies and state policy in the field of water supply and drainage) ; 2) legal (proven necessity for the development and adoption of a complex legal document in order to ensure the provision of quality services in the field of water drainage and water supply); 3) institutional (presupposes the development of the organizational structure of relationships in the field of water supply and drainage, which should be mutually beneficial for all subjects of this field); 4) scientific (presupposes taking into account scientific approaches to the formation and improvement of public management mechanisms in the field of providing water supply and drainage services). It was determined that among these approaches, the most relevant within the selected research issues are complex, institutional, organizational-functional and synergistic.
