ORGANISATIONAL AND LEGAL SUPPORT FOR THE FUNCTIONING OF LOCAL SELF-GOVERNMENT UNDER MARTIAL LAW

Abstract

In the current conditions of martial law in Ukraine, the problem of creating favourable conditions for the effective functioning of local self-government bodies remains very relevant. Therefore, further work on the organisational and legal support of the activities of domestic territorial communities is urgently needed, taking into account the economic indicators and the socio-political situation in each region of Ukraine. This article examines the economic consequences of Russia's large-scale offensive against Ukraine as of the beginning of 2023 and makes proposals for developing measures aimed at creating conditions for the effective functioning of local self-government bodies and for the period of post-war reconstruction of Ukraine. In our opinion, the following organisational and legal measures should be taken to create the preconditions for the effective functioning of local self-government in Ukraine: special attention should be paid to the development and implementation of programmes and measures aimed at rebuilding Ukraine's energy and municipal infrastructure. In the agricultural sector, it is necessary to create safe and favourable conditions for domestic farming and agriculture. Develop measures aimed at ensuring food security in Ukraine, trade finance and the development of the domestic pharmaceutical industry. Prepare draft socio-economic programmes and strategies for preferential treatment and lending to domestic small and medium-sized enterprises. To monitor the provision of public services in all regions of Ukraine on an ongoing basis. Continuously transform domestic public service centres and adapt them to provide administrative/electronic services during martial law. Develop criteria for assessing the destruction of municipal infrastructure in order to ensure fair distribution of donor assistance.
