RETROSPECTIVE ANALYSIS OF SOCIO-POLITICAL CONDITIONS OF THE PROCESS OF TRANSFORMATION OF THE FUNCTIONAL CONTENT OF PUBLIC AUTHORITY ACTIVITIES

Abstract

The article is devoted to the study of the social and political conditions of the process of transformation of the functional content of the activity of public authorities. In the work, a retrospective analysis of the socio-political conditions of the process of transformation of the functional content of the activity of the public authorities of Ukraine was carried out. The main systemic problems of the organizational and functional content of the activity of public authorities in Ukraine are singled out. The impact of this problem on the quality of public management and administration and the formation of effective social and political relations in the country is analyzed. A clear understanding of the «field» of issues in the activities of public management and administration subjects has been formed, which allows to formulate further target guidelines for qualitative and quantitative changes both in their organizational structures and in the functional content of activities, to determine the sufficiency and necessity of the resource base for carrying out transformations, design algorithms for the implementation of specified tasks and, in general, ensure the high-quality use of a systematic approach to solving specified problems. The main aspects of the actualization of the processes of searching for the optimal organizational and functional model of the activity of subjects in public management and administration in Ukraine have been studied. The conclusion regarding the necessity of a scientific search for a new organizational and functional model of the activity of public authorities is substantiated, which sets the task of developing such a model, its training, adaptation and implementation in the practical activity of public authorities in Ukraine. Further research is recommended to be directed to scientific research and development of a new organizational and functional model of activity of subjects of public management and administration. The technical tasks of developing the model, its training and its implementation in the practical use of public authorities have been formed.
