THE STATE STRATEGIC COMMUNICATIONS IN THE PUBLIC ENVIRONMENT AS A MECHANISM OF ELECTRONIC GOVERNANCE

Abstract

The article draws attention to the formation of the public environment of the state and electronic management strategies. Any organization and institution where management processes take place today is characterized by the equipment of technical means of communication, computers, network technologies, which in the complex is the formation of ICT (information and communication technologies). Management processes in the public service, which are reflected in the work of organizations and institutions, their territorial branches and services, subordinate institutions, then e-governance is understood as a spatial environment where communications during management and regulatory actions are carried out through ICT. It is noted that the civil service, in accordance with the requirements of modern times, which relate to the implementation of management processes through the above-mentioned specialized structures accompanied by the use of ICT, reflects e-governance, needs strategic development in the future. Since scientific and technical progress is developing at a faster pace, as a result of which newer, wider operational characteristics and significantly more modern technical means are developed and implemented, which sooner or later will appear in the specialized structures of public services. Strategy should be considered in any organizations and institutions in general, because it is precisely on this that transformative processes in the public service depend. At the same time, it is appropriate to note that in domestic and global practice, the emergence of management systems, strategic directions, and also the wide implementation of ICT to ensure the excellence of management and regulatory actions began in industry and organizations operating on a commercial basis. In this way, the implementation of ICT acquired integrity, perfection, and formation, after which it was subsequently implemented to conduct management processes in the public service, as a result of which e-governance arose. This is how the current state in the field of public administration is determined as a center for automating the scope of performance of assigned functions.
