MONITORING OF THE SOCIAL SPHERE OF A LARGE CITY BASED ON THE METHOD OF SYSTEM DYNAMICS

Abstract

In the article, the monitoring of the social sphere of the city of Kyiv was carried out in order to find out directions for improving the mechanisms of social development of the city. To achieve the goal specified in the article, the method of system dynamics was applied, which made it possible to identify two main blocks for monitoring the specified research object: the level and quality of life of the population of Kyiv. The article builds an aggregated model of the social sphere, which allowed to determine the ways of scientific research. The goal of the specified model is to increase the standard of living and quality of life of the population of a large city. The first block of the model includes the components on the basis of which monitoring will be carried out: the domestic regional product of the city, the actual living wage, the minimum wage, the average wage of full-time employees of the city, the income of the city population, social benefits and other received current transfers of the city. The second block contains components: the total area of residential buildings put into operation in the city, the number of hospital beds in the city, the number of doctors of all specialties in the city, the number of people studying in the city’s educational institutions, the number of educational institutions in the city, the number of registered crimes. The result of the monitoring is a conclusion about the improvement of the components of the level and quality of life of the population of Kyiv in the period 2018–2021. Some indicators of 2022 also have positive dynamics. But when analyzing poverty indicators for 2022, we can see a sharp decrease, which is a consequence of the war in Ukraine. In this regard, the paper proposes ways to improve the mechanisms of public management of social development in the post-war perspective, which will allow to increase the level of functioning of the social sphere of Kyiv.
