STRATEGIES AND PLANS FOR THE RESTORATION OF THE REGION, DISTRICT, COMMUNITY 2024: A NEW ROUND OF THE SOVIET SYNDROME?

Abstract

The article analyzes the conditions and regulatory framework for the preparation of territorial restoration plans, and identifies groups of factors to be analyzed for productive planning. The paper draws attention to the special relevance of the analysis of the current state of the territories for which recovery plans are being developed. The hierarchy of preparation of territory development plans is established: planning by levels should begin with the planning scheme of the region, comprehensive plans for the development of districts and only then – communities. The need for, on the one hand, a step-by-step and, on the other hand, a comprehensive analysis of all factors influencing the development of the territory, which determines the comprehensive restoration of social, political, economic, psychological and environmental balance, is clarified. It has been established that the analysis of available resources and the state of infrastructure that can be used for restoration requires a deep, objective, comprehensive approach. Restoration and modernization of infrastructure will involve identifying priority facilities for infrastructure restoration and developing plans for their modernization, taking into account future needs. It is found that the result of a comprehensive analysis should be the identification of growth points of the territories. It is concluded that the development of a recovery and development plan for individual territories should be based on a conceptual scheme for planning the development of the territory of the state with the definition of the status and role of individual territories in the overall concept of the country’s development after martial law. The recovery plan should cover a wide range of dimensions, from physical restoration of infrastructure to social, economic and governance recovery, which requires coordination between different levels of government, public involvement and integration of international support.
