SOURCE-BASED ANALYSIS OF PROJECT MANAGEMENT ISSUES: A REVIEW OF MODERN FOREIGN DISCOURSE

The article is devoted to the systematization of scientific publications of foreign researchers on the issue of the use of project management tools in the socio-political and economic processes of modern democratic countries as a promising tool for Ukraine for large-scale post-war reconstruction of the socio-economic, transport, energy, etc. infrastructure of united territorial communities, cities and villages of Ukraine. The author's systematization of the foreign scientific discourse on the issue of “Project Management” in recent years is proposed: based on the identification of characteristic features and differences in research approaches, three relevant clusters are distinguished – the cluster of the “Project Management” phenomenon itself; cluster of disclosure of project life cycle processes; a cluster of competing design approach models. A brief analysis of the scientific output of the most characteristic researchers-representatives of each of these clusters is presented. It was concluded that in the foreign and Ukrainian scientific and practical discourse, the problem of using project management in the processes of public administration is given considerable attention, and the role of the project approach will only grow in the near future, since during the war and in the post-war period, the most important criteria for the activity of both economic entities and and subjects of public governance at all its levels – from the national to the united territorial community – the speed of action in the conditions of a total shortage of finances, material and labor resources – exactly those obstacles, the successful overcoming of which is a characteristic feature of the project approach. All this determines the need for the further implementation of project management technologies and tools in the activities of the public administration bodies of Ukraine as an important strategic factor for the further perspective of democratic state-building in our country.
