PROTECTION OF HUMAN RIGHTS IN TIMES OF WAR AS A FUNCTION OF PUBLIC ADMINISTRATION

Abstract

The article highlights the challenges in the field of human rights protection, which appeared before the Ukrainian state in wartime conditions and are conceptually determined by the ideological features of the modern Russian Empire, which are based on fictions and hoaxes. The conflict between the tyrannical form of government and the democratic approaches to state building, which are used by Ukrainian society, is casually described. Within this conflict, a discrepancy was observed between the declared and real positions of the authoritarian-tyrannical state, because human rights are not respected there a priori - due to the essence of such a regime, at the same time, at all levels of political propaganda, the "leading role of the people", "determining mission of the people" is constantly emphasized. "people as masters of the country" etc. Therefore, it was noted that the state, taking into account the current regime, can interpret human rights in its own way, although they are natural and unambiguous. Within the limits of linguistic analysis, the fictitiousness of cliché terms in the official names of authoritarian / tyrannical states, their inconsistency with the real type of government ("socialist", "democratic", "republic"), in particular the actual Soviet slogans ("power of the Soviets", "dictatorship of the proletariat"), "land to the peasants", etc.). It was concluded that modern Russia continues the Soviet concept of misleading influence on its own people. It was concluded that the state in the field of human rights protection during the war performs the functions of providing citizens with a sense of human dignity; creation of conditions for the development of mutual respect; not taking discriminatory measures, forming a tolerant attitude towards other citizens; development of a sense of responsibility for one's actions and choices. Relevant signs of the activity of the public authorities in the conditions of martial law, in particular the organization of the Ukrainian people for defense against Russian aggression, have been determined.
