APPLICATION OF INFORMATION SYSTEMS IN THE COMMUNICATION MECHANISM OF LOCAL GOVERNMENT AND THE PUBLIC WITH THE PURPOSE OF FORMING A POSITIVE IMAGE OF UKRAINE ON THE INTERNATIONAL ARENA

Abstract

The article is devoted to the features of the use of modern information systems in the mechanism of communication of local self-government bodies with the public in order to form a positive image of our state on the world stage. The article consists of two interdependent components: information systems and a positive image of the country, which is a kind of transition from the local level of public administration to the state level, on which the policy regarding the digitalization of modern Ukrainian society is formed. Based on the definition of the concept of «state image» in the interpretation of modern researchers, it was found that the image of the country can be understood as a system of ideas about the positive characteristics of the state with the available opportunities to use its potential, which consists of the calling image of territorial entities in the middle of the state. It is noted that the main task of a positive image of Ukraine is to attract investment resources for socio-economic development. It requires a comprehensive approach and various efforts to apply the tools of a positive image, which include: effective diplomacy, cultural diplomacy, effective communications, economic development, stability support and democracy. The work focuses on the use of information systems in the work of local government bodies that will ensure the sustainable socio-economic development of territorial communities. These include: creation of meaningful web portals and websites, active use of automated management systems (Software Complex «Integrated Information System «Social Community»), creation of an investment passport of a territorial community.
