PROBLEMS OF THE FUNCTIONING OF LEGAL AND ORGANIZATIONAL MECHANISMS OF PUBLIC MANAGEMENT OF THE QUALITY OF CITY WATER SUPPLY AND WASTE WATER SERVICES IN UKRAINE

The article presents the results of the conducted research in the field of functioning of legal and organizational mechanisms of public management of the quality of water supply and drainage services of the city in Ukraine. In particular, it is determined that the functioning of the legal mechanism of public management of the quality of city water supply and drainage services in Ukraine requires the adoption and implementation of a number of special normative legal acts. It was established that the organizational mechanism of public management of the quality of city water supply and drainage services in Ukraine provides for the creation and functioning of public authorities (state and self-governing). It was found that two classical models of public management in the field of water supply and drainage of the city were formed abroad. The first model determines that there is a central authority as a regulator in this area, and according to the second model, privatization is carried out in the field of water drainage and water supply. It is emphasized that in Ukraine, since the declaration of its independence, the second model was first implemented, which was in effect until 2011. However, starting from this period, a hybrid model of public management in the field of water supply and drainage has been operating. It was found out that within this model, the NCRECP was created and functions, as well as regulatory functions in the field of drainage and water supply are performed by local self-government bodies. It has been found that there is a market for water supply and drainage services in Ukraine, which is represented as a system of economic relations between the producer of the service and its consumer, which arises in the process of buying and selling. However, a comparison with the main directions of regulation by foreign regulators in the field of water drainage and water supply made it possible to assert that among these directions are the market of services, quality of services, water quality, environmental protection, price, protection of interests and consumer safety. On this basis, the task for Ukraine is substantiated, which consists in adjusting the model of public management in the field of water supply and drainage, in the direction of ensuring its high quality.
