THEORETICAL AND METHODOLOGICAL APPROACHES TO IMPROVEMENT AND REORGANIZATION OF HUMAN SETTLEMENT MANAGEMENT SYSTEMS FOR EFFECTIVE POST-WAR RECONSTRUCTION

Abstract

The work is devoted to the analysis of modern approaches to the improvement and reorganization of human settlement management systems during post-war reconstruction. Attention is focused on the lack of a formed concept of "human settlement management". The role of the organizational structure as a component of management, which determines the limits of activity and the distribution of powers in public authorities, has been studied, and the impossibility of applying a single approach to building a management system due to the diversity of localities is emphasized. The importance of the concept of "Smart Governance" as a basis for the adaptation of European experience, which can serve as a reference point for the modernization of the Ukrainian settlement management system, is considered. Special attention is paid to the possibility of using artificial intelligence to build the organizational structure of the human settlement management system for the effective restoration of the territories most affected by the war. The necessity of researching modern approaches to the development of individual strategies for each settlement, taking into account cultural, economic and infrastructural features, was revealed. On the basis of the European and Euro-Atlantic orientation of Ukraine, an approach to the formation of the organizational structure of management is proposed, in particular by using artificial intelligence to take into account the maximum number of specific factors affecting the construction of the organizational structure of the management system. The directions of scientific research and further research are outlined.
