DEVELOPMENT OF INFORMATION AND ANALYTICAL SUPPORT FOR DECISION-MAKING BY PUBLIC ADMINISTRATION BODIES IN EMERGENCY SITUATIONS

Abstract

The article examines the critical role of information and analytical tools in the decision-making process of public administration bodies during crisis situations. The study emphasizes the growing need to implement decision support systems to optimize management processes under time constraints and increased risk. The research presents a comprehensive overview of the challenges faced by public administration bodies when using information and analytical systems in emergency conditions. Among the key issues highlighted are: difficulties with integrating heterogeneous data, ensuring information reliability, guaranteeing information security, overcoming technical obstacles, and establishing effective inter-agency cooperation. A conceptual model of an integrated information and analytical decision support system for public administration bodies in emergency situations is proposed. The system is designed to be modular, scalable, compatible, and features multimodal interfaces to ensure adaptability and ease of use on various devices and in different conditions. The article emphasizes the importance of implementing advanced technologies, such as artificial intelligence and real-time data processing, to provide timely and accurate information to decision-makers. The creation of a national centre of excellence for emergency management analytics is proposed to promote innovation and best practices in this field. Strategic directions for improving the regulatory, organizational, and technological support for the development of information and analytical activities in the field of crisis public management are outlined. The critical importance of improving cooperation and coordination between various government agencies to form a cohesive information environment in the field of civil protection is emphasized. Practical measures are proposed for applying progressive methods and technologies to enhance information and analytical support for public management of emergency situations.
