ORGANIZATION FOR POST-WAR RECONSTRUCTION OF UKRAINE: ASSESSMENT OF STATE POLICY MODELS REGARDING DEOCCUPIED TERRITORIES

Abstract

The work is devoted to the formation of a systematic assessment of the scientific basis, models and forms of management of de-occupied territories, the formation of forecasts regarding their social and political prospects, further modernization and improvement. The paper examines the modern state territorial policy during the de-occupation of territories and the organization of post-war reconstruction. Alternative models of management of de-occupied territories are singled out as an object of research. On the basis of a systemic approach, the main problems of the implementation of each of the considered models are characterized, emphasis is placed on their compliance with modern conditions and legislative norms, correlation with the adaptive capabilities of subjects of public management and administration. During the evaluation of the models, special attention was paid to the study of the issue of adaptation to changes in the composition of the population and the economic structure of the de-occupied territories of the administrative-territorial system of lower levels. Based on the analysis of the results of the practical activities of public authorities, a conclusion was made regarding conditional modeling of three options for the development of the administrative-territorial system of the affected territories. An analysis of each of the outlined options was carried out and conclusions were made regarding their socio-political perspectives. On the basis of a general assessment of post-war recovery processes, conclusions are made regarding the extremely limited experience of Ukraine in the reconstruction of territories affected by hostilities. Scientifically based approaches to the formation of the optimal state policy for the post-war restoration of de-occupied territories are proposed on the basis of the assessment of existing models carried out in the work. The target orientations of the above-mentioned approaches and their adaptation in the practical activity of public authorities have been determined. The directions of scientific research and further research are outlined.
